I am assuming that it is possible to simulate consciousness and so we must grant that it would be conscious. With the p-zombie strawman slayed, this closes the gap between simulations of consciousness and actual consciousness: if the two systems are information-equivalent, then that simulation must be just as conscious as the assumed conscious entity. So consciousness is entangled with various possible outcomes and the experience of consciousness is itself in a superposition with various versions of reality. Those things that aren't conscious could nonetheless claim they are conscious and in fact act exactly as if they were.

If only some of them were attached to bodies, the ones with no attached consciousness would be p-zombies and the others would be sentient individuals. So behavioral zombies can exist, if you put them under an MRI scanner they would however show up as not being regular humans. There is a real computational constraint that requires the complexity of a simulation at least equal that of the thing it is simulating. Assuming that's true, then there seems to be no particular reason to believe that humans themselves actually have experience, even though they believe they do. It's falsified if some Blue-Brain-esque project succeeds in creating, using deterministic algorithms, an artificial human that can easily convince anyone it has qualia. My bet is against it, for reasons I've given all over this thread, but there it is. A process that is assumed to be conscious is subject to this requirement. And there arguments from some brain researchers that consciousness is just a part in the brain that looks over other parts and having that capability is beneficial.

It is very well thinkable to experience sensation without it ever having a chance to influence your behaviour. There's no criterium that tells us wheather experience does in fact has a necessarily influence on future behaviour. If epiphenomena is causally independent of the physical world, what good does it do to suppose its existence? Information is energy: it allows a physical process to make decisions, to take one path over another. It is the information-objects that give rise to the "realness" of subjective experience--precisely because it is real. A dead body and a living body are the same in terms of molecules, but the difference is crucial. That you want to see meaning only through function is just something peculiar to your current frame of mind. Philosophically, you're trying to rule the chess board with a bishop on white while the other king is safely on black. A system that is information-equivalent must have that same information presented to it in an equivalent manner.
I can write a program that replicates that behavior with a single line of code, and stick it inside a convincing android.
But as long as the set of information that you interact are the same , the two will still have exactly equivalent experiences. I think it'll take decades still to fully understand how the physical mind causes consciousness; but such an account will surely be possible, and it will explain why we perceive a continuous self.

So far it's very interesting except for some areas where the author categorizes things like the process of life reproducing itself as the same kind of problem as consciousness. " If a p-zombie responds in exactly the same way to all possible lines of inquiry as compared with an assumed conscious entity, then those two entities are information-equivalent and thus the p-zombie is just as conscious as the assumed conscious entity. That being said, I would certainly question your sanity if you were to grant such a label to the "real inky and binky". Our simulated earthquake would be different from an earthquake in a very important way, even if it was indistinguishable from a natural earthquake. A zombie society might develop a civilization very similar to ours, but they would not have, for instance, a particularly deep philosophy of mind. And that falls back on the reason there can't be zombies.
Of course, if you want to assume there is something non-physical, non-interacting, and provides no informational consequence to its possessor, then go right ahead. When I taste something sweet I'm capable of verbalizing that I just tasted a sweet thing. But by definition of experience, that occurrence must be able to shape its future behavior.
The question remains whether subjective experience can be formulated as information without losing something. If continuity is so important, at what point do the two mirror universes split experientially? You may go this way but most people won't be inclined to agree with you. There's no reason to treat the brain as a black box with inputs and outputs, that's a simplified model of what's really going on. It's a test that has to convince AI experts who are aware of knowledge encodings and their limitations. Either the epiphenomena of qualia has a meaningful influence on our behavior or assuming its existence is absurd. I've been toying with a possible physicalist explanation of the "hard problem" for a while, but I'm finding it hard to communicate it effectively. To use your example, a bit adder, a dictionary mapping adder, and a neural network adder won't all have the same Kolmogorov complexity. Or, you could take, say, the bit adder and modify it by adding irrelevant bullshit that the program throws away at the end. they have the same belief-like representations as us even though those representations are false. Would you just mean a literal earthquake or would it somehow not be an earthquake at all? Let "P-wombie" have the weaker meaning 'a thing that is behaviorally equivalent to P, where P is some mind' without the inclusion of ' is not P'. Two things can contain the same quantity of information but contain vastly different information. I can create an exact model of anything given enough complexity and equivalent information processing. The fact that there is something that you can know about yourself, but can't know about anyone else, I find to be epistemically fascinating. I don't see how the latter follows. I'm fine with letting very simple experiences go all the way down to fundamental particles, personally. They are betting that projects like Blue Brain will never result in a true human intelligence due to brains involving a factor beyond physical determinism.

The problem with that though is that identical input/outputs doesn't mean identical internal representations. He asks us to imagine a case where the whole system is physically identical to a normal human being down to the last molecule but is without any conscious states at all.
